SERVICES Performance Measurement

Development of frameworks and conducting assessments to measure the effectiveness of PR/Communications programs in terms of outputs, out-take and outcome. Harley House Consultants Inc. adopts a five-step systematic and pragmatic approach as follows:
  1. Undertake a Public Environmental Analysis to define the issues and opportunities that exist within the various internal and external audiences and to benchmark the current situation.
  2. Interpret these issues and opportunities to senior management and formulate a communications plan/strategy that includes SMART (Specific, Measurable, Achievable, Relevant, Timely) communications objectives.
  3. Develop a strategic public relations/communications program that integrates policy, objectives, messages and communications techniques, and pretests its components to ensure maximum impact.
  4. Implement the strategy or plan and assess its impact on target audiences to measure progress towards objectives and identify components that require course correction.
  5. Carry out a post-program evaluation of the effectiveness of the communications strategy to demonstrate the contribution to the organizations objectives, to document lessons learned and to prepare the next strategy.
Audits and Evaluations

We conduct audits, evaluation frameworks, evaluation assessments and evaluations of communications and marketing programs. Approaches used include standard Office of the Comptroller General and Auditor General methodologies as well as marketing and communications audit methodologies. Audits and evaluations assist clients in addressing the following types of questions:
  1. How do clients and publics perceive the organization, i.e., what is its image?
  2. Does the organization have a clear sense of communications purpose, direction, coordination, as well as clear performance expectations?
  3. Is there a well-planned strategy and appropriate resources for the program and its activities?
  4. How economical, efficient and effective are communications programs and activities?

Organization Studies

We undertake Situational Assessments and Organization Studies of Communications shops to ensure that they maximize service delivery while achieving the greatest efficiencies. The focus of the study is meeting the needs of clients and typically involves interviews with clients as well as communications managers and staff. This participatory and consultative process results in greater buy-in and support.

Policy & Procedures Manuals

Policy and Procedures Manuals ensure that regulations and guidelines are complied with, and aid in the planning, development, delivery and evaluation of communications and consultations programs. Contents, guidelines, checklists and examples are tailored to meet the requirements of individual clients. The manual is drafted in a user-friendly format for ease of use and quick reference. Manuals can be prepared for both the communications practitioner and client.

Communications Management Training

We offer development and delivery of customized communications management training for communications and program managers. Training programs include:

Citizenship Engagement

We develop and implement public consultation and citizenship engagement programs. The focus is on meaningful and early consultation in order to first "seek to understand" and then "be understood". A wide range of traditional and non-traditional methods are adopted to ensure participation of the silent majority and not just the vocal minority and special interest groups.

Ongoing public consultation programs as well as single-issue citizenship engagements can be provided at the local, regional or national level.
