Dale Harley, the President of Harley House Consultants Inc. brings to the firm over twenty-five years of experience in marketing and communications management. Prior to forming Harley House Consultants Inc. in September 1999, Mr. Harley was Vice-President, Government Communications for Canada's largest Communications and Public Relations firm. Mr. Harley also founded and served as Managing Partner of D.R. Harley Consultants Limited in Ottawa which, for fourteen years, was highly regarded for its expertise and service in the areas of marketing and communications strategic planning, research and evaluation.

Mr. Harley provides senior-level strategic communications advice in the areas of performance measurement, audits & evaluations, organization studies, policy and procedures manuals, communications training, strategic planning & facilitation, citizenship engagement and project management. His clients have included virtually every federal government department and agency, numerous provincial government ministries and regional/municipal governments. His private sector clients include leading firms in the heavy construction industry, hi-tech, retail and insurance companies.

Mr. Harley holds a B.A. in economics-law from Carleton University and is a Certified Management Consultant. He also served two terms as an elected Municipal Councillor with Osgoode Township. This dual experience as both an elected politician and communications practitioner has made Mr. Harley a sought-after speaker. He is often called upon to share his unique perspective on managing public sector issues.


Caron Benjamin, Vice-President of Harley House Consultants Inc. brings to the firm 20 years of experience in management and has been the owner/operator of a number of small businesses. Ms. Benjamin has extensive experience in the insurance and financial services sector, where she implemented policy and procedures, team building, and was instrumental in the growth of a mid-size financial services company. She is well respected in the industry and brings her organizational and people skills to consulting assignments.

At Harley House Consultants Inc., she is responsible for coordinating and facilitating team building and training sessions, administering Myers-Briggs Type Indicator assessments, overseeing employee and management surveys, and conducting client and stakeholder research.


Leaman Long, a Senior Associate with Harley House Consultants Inc. brings to the firm some twenty-five years of experience in communications and consultations management. Mr. Long has served as the Executive Director of Canadian Parents for French and has held a number of executive-level positions within the federal public service, including Acting Director General of Communications and Director of Consultations with the Department of Indian Affairs and Northern Development. In 1989-90, he served as the first Executive Director of the Federal Communications Council. Between November 1993 and November 1997, he was (at various times) Senior Liaison Officer (A/Executive Assistant) and Senior Departmental Assistant to two Ministers of Indian Affairs and Northern Development.

Recently, he served as an HR subject matter specialist to the Canadian Food Inspection Agency and as a communications advisor to Service Canada Communications and Marketing, HRSDC. In the past several years he has completed assignments with Library and Archives Canada, where he was the communications advisor (internal communications) to the Assistant Deputy Minister, Transformation; the Access to Information Review Task Force, where he provided communications counsel to the Chair; and Correctional Services Canada, where he acted as the Director of Planning and Operations.

Mr. Long has a B.A. (History), University of New Brunswick (1970), a B.Ed., Mount Allison University (1971), and completed the course work for an M.A. in North American Studies, at UNB and at the University of Ottawa (1972, 1973). He is bilingual (EEE/ECE).
